I have a double academic background, being a graduate of both the Faculty of Law with the Bucharest University and of the Faculty of Accounting and Computerised Management Systems with the “Titu Maiorescu” University.
With over 20 years of experience in fiscal law, I provide tax legal advice, being particularly involved in fiscal structuring and reorganisation and VAT. Also, I constantly take part in tax and antifraud inspections, by ensuring, to the highest degree possible, a balance between the letter and the spirit of fiscal law while representing the clients of Dobinrescu Dobrev.
My professional specialties and passions are the value added tax and the fiscal inspection proceedings.
I have the honour to create valuable legal precedent through the administrative and fiscal appeals and legal actions drawn-up for Dobrinescu Doborev’s clients, dealing with topics such as the in dubio contra fiscum principle, the computation of the statute of limitations period, the exercise of the right to deduct the VAT prior to registration for VAT purposes, the reverse charge mechanism et al.
In this context, I have been the originator of four fiscal case files referred to the Court of Justice of the European Union, three of which having already been resolved (C-249/12 Tulică și Plavoșin, C-55/16 EvoBus and C-392/16 Dumitru Marcu), while the fourth is pending (C-146/21 VB), and I have been involved in two infringement proceedings (EU PILOT case files) against Romania, all of them dealing with VAT issues.
I am a frequent speaker within the most significant tax conferences and workshops and have authored numerous relevant articles.
My greatest professional achievements consist of achieving a success rate of over 90% in administrative contentious appeals and legal filings and building an outstanding team of professionals. Moreover, for over four years, I have been placing all my dedication and experience in transmitting the fiscal law principles to the students of the Law Faculty with the University of Bucharest.
Starting with 2016, I have had the privilege of being considered one of the most reputable tax lawyers in Romania by Chambers and Partners.
