With nearly 25 years of professional experience, I lead the tax litigation and tax advisory practices. My areas of expertise include VAT, tax inspection proceedings and both national and international structuring.
Since 2016, I have been recognized as one of the top specialists in Romanian tax law by Chambers and Partners.
I have a dual academic foundation, holding degrees from both the Faculty of Law at the University of Bucharest and the Faculty of Accounting and Computerized Management Systems at “Titu Maiorescu” University.
I assist clients during tax inspections and anti-fraud controls, striving to maintain a balance between the letter and the spirit of the tax law.
I have contributed to the creation of valuable legal precedents through the administrative tax appeals and legal actions developed for Dobrinescu Dobrev’s clients, covering topics such as the in dubio contra fiscum principle, the calculation of the statute of limitations period, the exercise of the right to deduct VAT prior to the registration for VAT purposes, the reverse charge mechanism, VAT adjustments, musical stamp, the tax regime of collective management organizations’ remuneration, the RO e-Transport system, among others.
In this context, I initiated four cases before the Court of Justice of the European Union (C-249/12 Tulică and Plavoșin, C-55/16 EvoBus, C-392/16 Dumitru Marcu and C-146/21) and I have also been involved in two infringement procedures (EU PILOT cases) against Romania, all concerning VAT issues. I also frequently participate as a tax expert in arbitration cases before international arbitration courts.
I take great pleasure in engaging in discussions about taxation, a field that truly fascinates me, at various national and international conferences and workshops, and I am also the author of numerous specialized articles.
